goal seek command on my tool menu is grayed out. My teacher can't fiqure out

I am using excel 2003.  And wondering about the options dialog windows in
taskbar checkbox.  I thought this would group all open excel documents in
the taskbar, to one button (whatever you want to call it?)
however it does not seem to do anything?

My current default row height is 7 so it cuts off the tops of the data
characters making it difficult to read.
How do I set up the row height to always come in at 12.75?
