I would like to keep the drop-down menu created when you make a list in Excel 2003 visable, even when you dont have a cell active in the area the list has been created. It seems the default behavior is to hide the drop-down menu unless a cell in the list area is active.

I have a round up problem in a simple formula. I do not want the answer to round up more than 3 places. I am calculating the cost of something including taxes and for some reason the formula wants to round up when it shouldn't and add $0.01 to the answer.
