I want to validate a cell with "List" and only when a neigboring cell
is filled it should start the combo:
In Cell E7: =IF(D7<>"",AVSIM,"")
With Insert > Name > Define I have made a data list AVSIM

How to set that in a cell B1 it is allowed to fill in data only when
Cell A1 has any or has a certain value . I guessed via Data Validation,
