Can a cell that contains text, be formatted to change font color on a future

of my peers. We split the orders based on the last 2 characters of the
order. The orders are all 7 digits and all numerical. Exp... 3215453.

I have a spreadsheet with a filename in a cell.
I would like to reference that filename in a formula.  I can't seem to get
it to work.  "+cell number" doesn't work.
