At the moment i have CSV files opening up in Excel as a text format ie where
all the data is seperated by a comma and is located in the first column ie

previously used a utility (sorry, forgot what it was) to export all my

can I set a cell format that maps values to descriptions?
So that when I enter "1" in the cell it will be shown as "Washington",

How can I create following function which collects the information from
