Is there a way to set maximum 30 characters in a cell? E.g., when 30 characters were typed, it will not allow more text be typed in that cell.

On one machine I'm using, hitting the [RETURN] or [ENTER] keys whilst editing a cell does NOT convert the cell below into the active cell. Normally in Excel, this is the case is it not?
