What program-language is used to make extra functionality to an Infopath form? What skills are needed to do this?

I am using InfoPath 2007 in a MOSS 2007 enabled site. The users will be creating InfoPath forms at runtime and associate a workflow at runtime. The approvers will have to digitally sign the form after approving it. The workflow will be dynamic.

Hi... When i select an option using the radio button and unclick it after, it doesn't remove the selection. It would be good if users can change their minds when choosing options.

I have created a number of Infopath templates that submit to a SharePoint site. A few users are getting errors when submitting telling them to contact the administrator and only giving the options to 'Close' or 'Start Over' and therefore they lose all content.

Can anybody tell me if you can submit RichText to a MOSS 2007 InfoPath Library and maintain the rich text from InfoPath 2007 or InfoPath 2003?
