When I open Outlook email, loading takes 5 min., does not connect, I get

I work on Outlook 2003 on Exchange 2003.
When I hit the limit of my mailbox size I receive this message
"Your mailbox has exceeded one or more size limits set by your administrator.
Your mailbox size is ####.

When I try to open my Archive.pst file from Outlook 2003 on a former computer
in my new computer with Outlook 2007, a get the following error message:
"File access is denied. You do not have the permission required to access
the file c:/archive.pst."

In Outlook 2000, when I archive calendar items to an existing archive
file, do the archived items get added to the archive file, or is the
archive file completely overwritten?  Thanks.
