I have created a user account for Exchange 2003 server which has full-access
to all agenda's of all the Outlook 2003 users in my the organization.
I have noticed that this is not enough for Outlook 2003, you must also set

The proper rule for election day in November is "the first Tuesday after the
first Monday in November".  Outlook does not allow for that, as a result it
called for election day on 1 Nov instead of 8 November.
