Why does it appear that this can't be done without some stuffing around and going via an indirect route. What was m$ thinking when they restricted this. Why can you only export to a PST form a public folder?

I have a .pst file that I need to import into Outlook. It asks me for a password. I didn't purposely pasword protect the file, so I don't know the password. The file is a backed up file before I reinstalled Windows.
