You can edit the registry to add a location.
Go to:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Telephony\Locations
If you do not see a su key "Location1" you need to create one.

How do you change the default contacts folder for Outlook 2003?  I have my
