I created a custom interlibary loan reply form.
I then created the message form that begins the interlibrary loan process.
Under actions I set reply to connect to the ill reply form.
I published both forms to a folder on the exchange server.

I have successfully created and published a custom form using the message as
a basis.
However, when the form is moved from Inbox to another folder the additional
tabs are not viewed.  They re-appear when the e-mail is moved back to the
