Can a message be deleted from the server with Outlook 2000, to avoid expensive wasted bandwidth time, or only governed with rules to go to junk mail box?

I have already setup the server to use RPC over http.  One client already
works..I know it is setup correctly.
On another computer I try to go into the email account to enable updating
exchange over http.  THE OPTION ISN"T THERE!  I then went on other machines
