How do I assgin a hotkey for a macro I created in outlook 2003?

I just start to use outlook. Can send mail, but not collect it. I can the
error " The host 'pop3.iparixhost.net' could not be found. Please verify that

I had to reformat my had disk. After installing Office XP I tried to
reconnect to my old Outlook data files.
When I try to open the Outlook Data File from the CD-R I get the following
