INSTALLED OFFICE 2000 ON XP MACHINE, OUTLOOK WILL NOT ACCES THE INTERNET TO

I just set up a new user and all email comes in has a line though the subject
line (even unread and test emails)
I found out that all email he receives has the "expires after" checkbox
checked in mail options by default and he is the only user having this

New computer with WinXP and Outlook 2003. Used 'Files and settings' program
to move data from old computer (networked) with WinME and Outlook2000. Can
old saved email (ie inbox, sent, saved, folders be transfered to new Outlook?
