In Outlook 2000 on XP, the test message from the account set up dialog box is successful but outgoing emails are blocked (a red x appears on the connection icon in lower right corner). Mail can be received but not sent.

I am getting 0x800CCC90 and 0x800CCC92 errors on non-administrator accounts. I can send/receive with the administrator account, but not any other account. If I log on with a non-admin account and use the runas command to start Outlook express I can send and receive email.
