How do I set the email template I have created as the default so when I
select new message its the one that appears automatically?

Not allowed to install Office SP3, or repair current version. Changed to
Administrator account and tried to "unlock" the file with the same result.
Restoring files from backup and System Restore errors out and can't reverse
