Is there a way to recieve attachments in outlook. I can get some but others are blocked. I have noticed that if they are .exe it won't work. What is up with that?

I can't send mail with an attachment or an inserted picture. I've disabled my McAfee and tried it. I've changed mail settings - HTML/Rich text, and nothing. I can send it using my ATT webmail site without any trouble.
