I had the same problem and this worked for me when nothing else listed
here did.. Uncheck the block attachments box in options, hit apply and
exit restart.. on another machine, same problem had to copy a few
messages to the folder which was causing the problem when opened

Outlook 2000 SP3 won't send mail. I have messages in the outbox but when I
hit send and receive it only receives new mail.

I followed your advice but to no avail.  No matter what I do when I close
Outlook 2000 it continues to run under "Processes".  It receives mail while
it is shut down.  I have tried stopping the following programs without any
