I do not have the choice to select anything that says "Rules Wizard" under the Tools Menu. Anyone have an idea why this is?

They are neglecting to correct issues in BCM that undermine what seems to be the very purpose of the program. The Business Contact History is where you are supposed to be able organize e-mails with their contacts.
