Suddenly (it was working a few days ago) my Outlook 2003 on windows XP cannot 'send' email. It gets a permissions error. I have no problem downloading email, I can even add new contacts and appointments to the Outlook servers but emails will not go.

Users gets this error when sending/receiving email. If they shut the computer down and try again it works fine.
