How do I make outlook 2003 let me email to anybodyI want?

My outlook downloads mail that I have already downloaded and read. I end up
with lots of copies of the same mail.
I have tried everything I know to stop this. I have altered settings to
delete mail on server ,but still it persists.

I am using Outlook 2003 with Exchange.
I recently received a message with an embedded graphic which I forwarded to
a number of recipients within my domain. They all received the message with
the graphic intact.

A particular PC seems to of developed a problem sending emails. The problem
