I have a member of staff who has requested the following. Staff member A needs to send emails on behalf of B but B would like to moderate any emails A sends on behalf of B before they are sent. Can this be done?

Outlook 2003 is converting all HTML emails received to plain text. I has seem this issue posted before, but no solutions have been suggested. Do anyone know of a fix. I have had to resort to using Windows Mails to read my emails.
