does it make sense for world wide users to make a web page in publisher and
convert it to a pdf file in case everyone does not have publisher?

fine until I try to look at it with the web preview button.  Everything in
preview seems to be scrambled.  Captions for pictures no longer show up under

not working until my web server made some corrections on his end. I updated
