Does anyone know the most efficiant format to use to
insert a scanned item in Publisher ?
I've tried scanning the item as a bmp, jpg, pdf, tif,
others, but the image is always blurry.

Are all old versions of Publisher compatible with XP?  I have Publisher 95.
Do you think it is still good?  Something to do with 16 bit and 32 bit
stuff?

I am running Pub 2002 and saved a doc as a Pub 2000 doc so
that another user could open it (he is running Pub 2000).  
When the user goes to open it, it gives him an error

With no errors appearing when printing to a PDF Printer
(paperport), after saving the file and when viewing the
