Office XP is installed on Windows 2000 Pro. When running with administrator rights, all is well. If a regular user tries to run an Office application they get Windows Installer which wants the CD. After inserting the CD, the system never tries to access it and gives an error 1706. ...

When I try to open, it says, works cannot access one or more files it needs to run the word processor. The files may have been, renamed, deleted or moved. Try reinstalling works and then starting the program again.
