I am running 98se.  Have uninstalled and reinstalled many
times.
If you load Word it will give a short flash.  The toolbar
icon shows up and it creates another 1k file.  For example

I have unchecked the Startup Task Pane in Options/View and under View/Task
Pane, and it still returns.  I have done this in Normal.dot and saved the
changes to no avail.
